Some of it will be fully open without a threshold, other parts will be subject to a transaction threshold.

From an OSM perspective, the release of property extents under an unrestricted OGL is likely to be one of the most useful. Also, as and when they get round to it, OGLing the USRN and UPRN datasets will be very valuable. I've been involved in lobbying government for the release of both of those, so it's good to see it moving a step closer.

Other parts are probably less important to OSM anyway; highways, waterways and greenspace are already pretty well covered. But property extents will be useful as it will help map things that aren't necessarily visible, and USRNs/UPRNs will be useful as additional node and way tags.
