There are, indeed, multiple definitions of the difference between a town
and a village

A useful indicator is the street lighting.

Generally a town has continuous evenly spaced street lamps along all or most roads within its boundary.

Villages often have no street lighting, or only a few strategic lamps scattered about.

The great advantage of this definition for mapping is that it is an undisputed fact, on the ground.
