That is really not true at all. It may be true for very small rural villages, but not for the vast majority of them. If it were true, then almost every village would need 30mph repeater signs throughout, as they wouldn't have enough lighting to count as a built up area. In practice, though, they don't.

Here's a couple of locations near me. One is in a village, the other is in a town. Can you tell, just by looking at them, which is which?
