A right turn may not be permitted as to do so would enter a one way street the wrong way, while a U turn could be permitted at the same location as that street is two way.

Yes, that's a correct understanding, and Michael's is incorrect.

A right turn (or, indeed, a left turn) means a turn which leaves the street you are on. A U-turn, on the other hand, means a turn which reverses your direction on the same street.

You'll often see a "No Right Turn" sign on the approach to a side road which is No Entry from that direction - the turn restriction sign acts as, effectively, an advance notice of the entry restriction. It doesn't prohibit a turn which takes you back along the same street, without passing a No Entry sign.
