For your cul-de-sac case I'm not sure it matters too much (I'd probably go with access=destination), but there are roads which are unadopted which are heavily used through routes, like Brooklands in Jaywick or Audley Way in Frinton. I've not put access restrictions on these, but nor have I tagged that they are effectively "private". In the case of Brooklands no-one seems to quite know who is responsible, with the various councils generally denying liability but usually eventually patching the potholes when the bus drivers refuse to use it.
