>From my point of view, a sign that says "Private Road Strictly No Parking" implies that people are allowed to use it as a through route, just not to park there. For similar roads near me, I might tag them as access=permissive or maybe no access tags so the way inherits the default access from https://wiki.openstreetmap.org/wiki/OSM_tags_for_routing/Access_restrictions#United_Kingdom . I often tend to think of private roads with council streetlights as allowing public access (in the absence of signs forbidding me from using the road).
