On second thoughts, there was a section to the east that was access to a road maintenance depot, maybe I had that section tagged differently, but it was a long time ago.

Yes, a look at the history shows it was originally added as a service road, and then got changed. But that was before any access restrictions were tagged, so at the time routers would legitimately have used it (service roads aren't treated as restricted access by default). So I suspect that the problem is real, it was just the wrong solution. Re-tagging it as a service road again, but with access restrictions, should work properly for most routers.
