Partly based on experience of dealing with various mail systems at $dayjob, my initial suspicion in that instance would be that the problem was with Gmail being suspicious of other providers, not OSM. There are a whole bunch of reasons why Gmail might not deliver something (and _how_ it might deliver it, perhaps in a way that isn't immediately obvious).
Also, with a DWG hat on, I get sent a whole bunch of one class of stuff from external senders. Some of that is by any measure spam; some isn't. Quite a lot of that is not from American corporate email providers such as Google, Microsoft, etc. That's sent to OSM and then forwarded by OSM to two addresses for me - one Gmail, one non-Gmail. A significant minority of those messages do make it to the non-Gmail account but don't make it to the Gmail one. They're not received but marked by Gmail as spam; they're just not received.
That said, I do use Gmail for most personal OSM messages and most of the time (including one yesterday) those are received.
