Do you mean that you haven't received an email notification or that it doesn't show in your inbox on the web site? While we can never guarantee email delivery it's not possible for it to be in the sender's outbox on the web site and not it the receiver's inbox because there is actually only one copy of the message in the database that appears in both places so unless you deleted the message it will appear if it was sent.
