As I understand it, we have made reasonable efforts to confirm that it's OK. 
Ultimately, you may need to make your own decision as to whether you are 
sufficiently convinced. But we have had written replies.

The ONS has been asked more than once, can we re-use the postcodes under the 
OGL. They have replied, yes you can. Our experts (notably Owen Boswarva) have 
not been absolutely convinced by the rationale behind the reply.

It has been noted that we have been re-using the postcodes from NSUL/ONS UPRN 
Directory for several years and no objections have been raised.

So, at the risk of being a pain - is it OK to use this source to add 
addr:postcode tags to OSM?  Is there a page on the wiki (or elsewhere) where
