As an aside, I'm not sure where Electoral Divisions sit. On
townlands.ie I've been putting them between CP and townland ( as you
can see here

Yes, use the "alt_name" tag for this. Which is the alt_name and which
is the name, well that's the question. :) OSM has lots of options for
tagging names. name:ga is the Irish name. I plan to add alt_name:ga to
townlands.ie. There's also offical_name etc. [1]

I think this happened in Wexford. It's hard to know if there is a CP
without any townland, or if it's a townland that's also a CP, or
whatever. In theory we'd love if there was a nice simple unambiguous
hierarchy of places and boundaries. But the world doesn't work like that.
