As far as I know, wards (within county boroughs) and DEDs (outside county boroughs) were both renamed as electoral divisions in 1994.
One problem with the idea of "filling the gaps" in the townland map with wards is that wards, even the oldest editions we have, overlap townlands, e.g Grangegorman East and Grangegorman West occupy the area between the Phoenix Park and the Phibsborough Road and the North Circular Road and the boundary of St. Paul's Civil Parish, but have always been within some of the Dublin city wards (Barrack, then St. Paul's, and now Arran Quay). See:http://digital.ucd.ie/view/ucdlib:33009 There are simply some areas in the centres of Dublin, Cork (where you actually have a number of quasi-townlands called "Suburbs of Cork" which presumably had been moved outside the municipal boundary before 1839 but didn't belong to any other townland), Waterford and Wexford whiich weren't in the townland system (or where we have no definitive records of whatever townland names or boundaries were there beforehand).
