Officially townlands are not defined within county boroughs (so townlands "reappeared" in Limerick and Waterford cities in 2016, and will probably "reappear" in Galway in 2021, but will "disappear" within the expanded Cork city at the same date). This goes back to the 1898 Local Government Act (e.g. the 25-inch series from the early 1900s no longer shows townland boundaries within CBs, and townlands in Belfast and Derry cities similarly "reappeared" after the reform of local government in 1973)
