[Talk-it] Village / Town

So is it up to any user to decide if a place has to be tagged as “town” or 
“village”, or are there specific parameters? How is all this compatible with 
what is written on the Italian openstreetmap wiki (town —> Centri abitati da 10 
mila a 100 mil abitanti.)? What if, like in this case, there is no agreement on 
the actual importance of these villages/towns?
