And sticking with the theme of "creating a general solution" rather
than "maintaining kludgy tiger-specific hacks", maybe we could
introduce a "derived_from=*" tag in OSM, which would list either 1)
the way id a way was split from; 2) the way id(s) a way was combined
from; or 3) the former way/node id of a way/node which was deleted and
then recreated.  This could mostly be implemented within the editor
(at least 1 and 2), and would provide a much more general solution to
a sticky problem in OSM which affects much more than just TIGER.
