I propose to import the situs address points available from Geostor (http://www.geostor.arkansas.gov/G6/Home.html?q=situs+address). I have confirmed with that this data is public domain, and spot checks of its accuracy in areas I'm personally familiar with show that the vast majority of the points are of high accuracy.
There are some in rural areas that could use realignment, but those that I've seen all fall on the correct property, even if the point is not directly on the structure, so they're still useful for most purposes.
