I could do a mass import of the roads from the Arkansas Centerline File, which is also public domain. ;) (I'm not serious, that would be a nightmare)
There is serious talk of developing one or more tools to automate as much of the updating process as possible. It won't be as simple as a mass upload, but much easier than straightening all of them out by hand and checking for updated names.
