confirmed with that this data is public domain, and spot checks of its
accuracy in areas I'm personally familiar with show that the vast
majority of the points are of high accuracy.

The address points will be more accurate than many of the roads. This could result in confusion for beginners when roads drift through a line of address points, but they should be able to see from aerial imagery that the road needs to be realigned. And there will be an ongoing effort to update and align the roads based on either TIGER 2010 or the Arksanas geo clearinghouse.

I'm open to suggestions as to how to better tag the points if anyone has
any ideas.

I spot checked in one location, and I'd say it is tagged correctly. One point for discussion:

source= for each data point. One might argue that the source= is only required on the changeset comment. This avoids the confusion of someone correcting an address point but not updating the source= tag. That also saves space in the database. The changeset comment can contain a link to the import page.

I see that the addr:street names have been un-abbreviated, so that they should match the new roads when they are updated.
