unfortunately, this isn't terribly effective. i removed the reviewed tags long
before the area in question got "fixed" twice.
i have comment tags on the relevant ways now, but i'm going to change
comment to README to make it more obvious.
Hmmm. I've been using http://wiki.openstreetmap.org/wiki/Key:note for such
comments. Any idea which of them render by default in the various editors
(and not in non-debug renderers)? My JOSM config is non-standard in this
regard (mappaint.nameOrder), so I can't tell easily.
