Hmmm. I've been using http://wiki.openstreetmap.org/wiki/Key:note for
such comments. Any idea which of them render by default in the various
editors (and not in non-debug renderers)? My JOSM config is
non-standard in this regard (mappaint.nameOrder), so I can't tell easily.
i used README because, like FIXME, it shows up at the top of the list of
tags in JOSM. not standard, obviously, but at the top of the list where it's
hard to miss.
