I just happened to notice this guy tonight was going around and editing the
"ref" tags on highways in the US just to replace the space and put in the
hyphen. (I noticed this when going to load the I-77 NC relation to add in speed
limits I saw and wrote down on a recent trip to Charlotte because he changed a
name of a way.) He's done in this in several places recently. It *seems* that
all he does in the changesets is change the "ref" tags or expands the name tags
fully (AVE > Avenue). Of course, it's one of those guys that uses Potlatch2
and doesn't even put in a comment.. (I really hate those kinds of people). The
user is 'chdr'. http://www.openstreetmap.org/user/chdr

Some examples of him screwing up the ref tags:

US 1 > US-1: http://www.openstreetmap.org/browse/way/23472584
I 77;US 21 > I-77 / US-21: http://www.openstreetmap.org/browse/way/94750537 <--
I'll be fixing this one right away because of the name tag, otherwise, not
touching anything else he's changed. Yet....)
I 277;US 74 > I-277 / US-74: http://www.openstreetmap.org/browse/way/94405109
new > OH-2: http://www.openstreetmap.org/browse/way/37648201/history <-- NE2
has since changed it to SR 2.

If he continues to do this, this could seriously screw up rendering on maps
(like Mapquest Open) and even on Mapnik (if the ref before the change was
already rendering). He's been doing it since April 18th, 2011 at least as far
as I can tell.

I've sent a message to this user about this. I'll let you guys know if I get a
response.
