Why not?  They'll be in the history same as they are now.
I thought the OSMF was going to delete all tainted contributions from the history. Otherwise they can't exactly license the complete database under the ODbL. (Yes, there are current examples of tainting, but they're pretty negligible compared to the current situation.)

But even if they remain in the history, it's not exactly the simplest thing to do to load up Potlatch 1 and hit U every time you recreate a way that had been created by an ungood user. So priority should be given to those ways that were created ungood and later edited, but there's no easy way to find these.
