I'm saying I don't think it's necessary. I suppose you could enter the most
commonly used by people to refer to it first, in case some consumer decides
to just use the first value it sees.

The consumers should not assume anything from the order. Personally, I
enter them in alphanumeric order (I think - its been a while).
