I think you mean (state, not county road) SR-78 here:

It is correctly tagged ref="CA 78".
Note that there _is_ a county route S2 here, which someone has tagged
ref="Co S2".
What if we called CalTrans and asked the cartographers for an
opinion? Maybe someone there knows OSM.
What kind of opinion are you looking for?
