Let's not get hung up in the semantics; it basically means for all
practical purposes "not live yet".
i've stayed out of this to this point but basically if the route doesn't
exist yet as a firm line on the map, it has no business being in the
core OSM database.
proposed routes are a good thing for a mashup.
