Hi,

I am not aware of any "offline" apps that allow you to populate them, with a subset of the world raw data set, which can then render a map for you. But this is what you would be looking for. If you are very technically proficient, you could run your own map server on your local machine (Mapnik renderer, Apache web server + mod_tile, PostGIS database, and a downloaded subset of the raw data) but this is quite a bit of effort for weekend driving :-)

I'd really recommend you just use it online (we are, after all, in 2012) - your smartphone or (better yet) tablet makes a nifty map viewer - unless you're up for the challenge of hosting your own map server as per above.
