Marble can download tiles for offline usage. It also has some offline routing mechanisms (I haven't used them so this is all I can tell about them).
The problem would probably be amount of tiles you want to download... Whole KZN will probably make it into a lot of gigs of png's and you would definitely be NOT allowed to download that from the main OSM tile server. So you (or OSM-ZA) need(s) a separate tile server for such purposes... (you can set-up marble to use a different tile server) Other options: you can use qlandkartegt or garmins original mapsource (via wine) to load garmin img files offline. Not sure about routing in those apps. P.S.
