Thanks for the help, I am going to look at JOSM and Navit, and if anything else 
might seem to do what I want

Hi William,

Maybe have a look at Navit<http://www.navit-project.org/>, it is
actually a navigation program (for virtually any platform), but you
can view maps without using the nav functions.
It works with offline map data and you can use Navit's Planet
Extractor<http://maps.navit-project.org/> to download the data for a
specific area. Just a note on the maps though, it is derived from raw
OSM data, but is in Navit's own binary format. Some of the "detail"
gets discarded during the conversion process, especially data not
related to navigation, so wile being very similar, it is not quite as
detailed as raw OSM data.
Navit is very configurable, if you have the technical background to
understand the config file, you can make it look and feel the way you
want. You can even have a map
layout<http://wiki.navit-project.org/index.php/Layout/mapnik> that
resembles Mapnik's style to a large extent.
