The default hot key to read the notification bar in IE Enhance is
Insert-N. And the IE hot key to move focus to the notification bar is Alt-N.

The IE Enhance app has a feature that lets you read the notification bar,
which is where the download progress is being displayed. That's probably why
the progress bar hot key isn't working--the fact of the notification bar
containing the information, that is.
Unfortunately, I cannot just tell you to press whatever key combo, as I
didn't like the factory hot key and changed it to something else. Not a
problem, though. All you need do is open IE so the IE Enhance app loads,
then open the WE control panel. Press Alt-A for the apps menu, followed by
the letter I to jump to the IE Enhance app. Down arrow to help and press
Enter. When the help dialog opens, press Alt-K to open the hot key manager.
Tab to the hot key read only edit to learn which hot key has been assigned
to announce the notification bar. Once you're satisfied that you have the
hot key memorized, just press escape until you're out of the IE Enhance
dialogs and the WE control panel. When pressed this hot key gives the
download progress, the name of the file being downloaded, and the estimated
time remaining.

I am running Windoweyes 9.1 on a Windows 7 machine with internet
explorer.
While downloading files, I press control insert b and am told: "no
progress
or scroll bars found."
Is this the wrong hotkey for checking download status?
