you also get the wizard if you have reset firefox back to factory defaults.
you do this by starting from the desktop icon and holding the shift key and 
then enter key on the desktop icon to start in safe mode.;
there you can choose to run in safe mode with no add ons or reset back to 
factory defaults. this will also delete your bookmark file, browser colors 
and add ons.
then the wizardd will show the next time you run firefox.

the wizard only comes up the first time you run the program after it has
been first installed.
after this you have to press shift control b to open the bookmark list. then

open the control tab export or backup. there you have the options to
import,export or backup the bookmark file.

When you open Firefox, the import bookmarks wizard should come up asking you
what Browser you would like to import your bookmarks into. If the wizard
doesn't come up, please advise what does?
