Hi Larry, I'm still using Adobe Reader X, but Preferences are found by opening the Edit menu and up-arrowing once to the last menu option, called Preferences and pressing Enter. The dialog which opens is a multi-tab dialog, and so you must choose the category you want by highlighting the Category tab control, using the arrow key to scroll to the category you wish, and then you can tab into the displayed page to set that category's settings. Perhaps you can get better results by adjusting the settings on the Accessibility tab.

I even checked the option for screen readers, and that didn't even help. I do not see your protection option nor do I see any security option anywhere in the file menu either.
