AT last in 2010, it's under File > Options.  Right or left arrow to trust 
center then click the button to open the options.  There is a tab on the new 
dialog for attachment handling.  I found the checkbox for disabling Preview.

What is happening is that when you just use the arrow right key, Outlook for 
some reason selects the default action of opening the Excel attachment in a 
preview within the message, but that preview is not accessible.  As suggested, 
I do the Shift Tab, then control + right arrow to move across the attachments, 
then the application key to select Open rather than preview.
Because I'm so in the habit of doing it this way, I did not realized until 
mentioned and tested today that this default preview doesn't' happen with Word 
or PDF attachments.  I'll look into that trust center checkbox someone else 
mentioned.

Ray,

I've noticed the same thing and don't know the reasons for this to be the case, 
but I've had some success selecting the attachment with the shift RIGHT ARROW 
key rather than just arrowing to it.  Try that and see if that helps.
