I think it's meant to prevent viruses and such from being forwarded. My husband says the same thing to me. I sometimes, especially at work, will get prompted as to whether I want to include images or something like that when I forward, which I do for him to see it the same way. I was just in File / Options / Trust center. I wonder if the settings are in there to adjust this. I definitely saw some settings to always download objects you receive when getting an HTML message. Maybe that's it. If the images are displayed when you go to forward, maybe that's when you get the prompt about whether you also want to forward those images.
