No Kevin, the voice identified itself as such. I could even use the
windows key-enter key to turn it off. It did go away after I had a
chance to reboot.

What happens when the UAC comes up, it uses your login profile,
meaning that it uses the voice that you hear when you first log in.
In my case, that is Microsoft Anna, the same voice that Narrator uses,
at least in the Windows 7 operating system.

UAC dialog box pops up asking my permission to run the program, or is it

to how this might have happened, or even better, how to stop it?
