I'm still on Outlook 2010, but maybe this will help, as I can't imagine it's change for 2013. If I type 1 character in the To field, WE doesn't speak, but the list of suggestion starts to populate below where I am typing. If I type a second character, WE will read the first suggestion in the list that matches, without me having to arrow down. Once I hit enter on the option I want, Control numpad 5 reads the current person to verify.
