Hi Dave, Yes ... if you Google this you'll see it's quite a well-known scam. They'll try to give you instructions which eventually gives them access to your pc.
I don't know of anything which works to cause them to stop; I usually tell them I am reporting their number to the authorities immediately, in hopes they will strike my number off their lists they circulate. I have thrown them off by telling them I don't own a Windows machine, but an Apple. they just hang up.
