I'v seen it where I'll start a download of a book and can watch the download 
counter and it will say 5 percent, and what seems like ten minutes later ten 
percent and all of a sudden it'll go faster and get to around 70 percent and 
then here the download complete sound.  I have had better luck around midnight 
to 2 in the morning.  It just depends.  I would guess it would cost the 
government some big bucks to truly beef up the system to where people would get 
consistantly good download speeds.  But then what do I know! LOL!
