Manny,

I am not sure how to set cpu affinity or process priority permanently yet in 
Windows 10, but you can at least set it after each reboot. See:

In “Task Manager” <Ctrl><Shift><Escape> click on the “Details” tab. Find 
"Window-Eyes”. Right mouse it and set it’s priority to “Above Normal”. You need 
to do the same for all of the Window-Eye’s processes. wiser.exe, weproxea.exe, 
weli64.exe, weli.exe, WEJava32.exe, and wecom.exe.

You could put Window-Eyes processes on its own CPU by changing its "CPU 
Affinity”; however, I would not recommend this unless you have a newer six-core 
or better processor. Setting the priority is usually a better strategy for two 
or four core processors.
