I'm pretty sure it is if you've set the power button to shut down. I've
never been able to find anything real about it from Microsoft. But if I
do the soft touch my system grinds a few pounds of beef before shutting
down. So I assume it's terminating all processes before the final
shutdown. Conversely, if I press and hold the power button it just shuts
right down.
But with that having had been said, I've never really had to be
concerned with it because my desktop, which is what I'm working on 95%
of the time, has a dedicated very small reboot button that's almost
inset beneath the large power button. It has to be pushed and held in
for a few seconds to force a reboot. But the result seems to be the same.
And as I've said, my lockups and loss of speech are so rare that I
haven't really given it much thought. And when it does happen I can
usually get out of it before having to reboot. And be it that memory
leaks are a given in Windows and programs I just reboot every few days
when things start getting sluggish. Then she's all revved up and ready
to roll again for another few days.

If they didn't changed things in Windows 8 or 10 you can Windows-D to
the desktop and then Alt-F4 to open the shutdown dialog. By default
you'll be on shutdown and only have to hit enter. If you want to reboot
(restart) hit R followed by enter.
