Well it sure doesn't work here, and I've checked set file associations,
and that is correct.
I did Take Net Bat's suggestion and just save the file to .txt rather
than .rtf, and as it opened up in Note Pad, I was then able to select
using the shift-arrow combination, and it worked like a charm, or at
least the way it is supposed too.

I've been trying to do this the standard way, by using the shift

of recommended books for a friend which includes annotations, or
maybe for future downloading from Bookshare and the like.
I know I could use MSWord, but I really don't wish to open up
such a large program for such off handed and small task. Just a
hangup of mine I guess.
But if any one could please help me with this one I would really
appreciate it. This issue has been driving me a bit nuts for a while.
