Neither PDF or RTF are graphic formats. PDF files can be scanned images.
But most are not. RTF (rich text format) is essentially a scaled down
version of Doc or a revved up version of Txt, depending on how you want
to look at it.
I never use Wordpad. But I tried it here on Windows 10. Selection works
fine. The problem is that the text that is selected does not change
color. So Window-Eyes has no way of knowing it is selected. At least
that's what happened here. I was able to cut, copy, and paste. But the
selected text was never voiced when selecting due to no color change.

Well it sure doesn't work here, and I've checked set file associations,
and that is correct.
I did Take Net Bat's suggestion and just save the file to .txt rather
than .rtf, and as it opened up in Note Pad, I was then able to select
using the shift-arrow combination, and it worked like a charm, or at
least the way it is supposed too.
