I'm also on Windows 7 here at work and also have it where WE 9.3 doesn't fully 
function correctly upon initial start-up after logging in.  It will say my 
keystrokes, but Windows M or D won't let me read icons and I find I can't get 
it to read everything as normal.  I have gotten in the habit of shutting down 
and restarting WE once I'm up and running in Windows 7 and all works normally 
then.   

The other quirk I've seen since upgrading to WE 9.3 is that I often lose the 
ability to toggle Message Virtualization on and off in Outlook 2010.  This is 
really important for me because I still have issues with activating links in 
messages with virtualization turned on.  I fixed the initial issues with 
Outlook by updating to the latest Outlook Enhance, but I'm still seeing the 
issues with Message Virtualization. 

Just patiently waiting for fixes to come out.   I don't recall seeing these 
issues on my home Windows 8.1 laptop, but I don't use that PC as much  and do 
not turn it off much, so I can't really speak to the startup issues.

I use windows 7 with 9.3.1.
for the  past several versions, I find that after startup, I have to press the 
windows key by itself and then alt-m to move to the desktop several times 
before things start working correctly.
Then I restart Window-eyes and it works quite a bit better.
This may not work for everybody, but it does for me.

Also, sometimes window-eyes gets in a state when you go to the desktop, the 
arrow keys don't seem to work any more, the above steps work again.

I have to be 100 percent honest, having just installed we 9.3, this is by far 
the slowest version of we i have ever used.  To say it's slow is a huge 
under-statement.  I literally have a web page, that is all text based, and we 
isn't even reading it propperly.  I'm literally arrowing up and down a web 
page, and i'm hearing nothing.  Has anyone else experienced problems like this? 
 I'm really beginning to think that this computer may not be physically able to 
handle it. This is a win 7 machine with 4 gigs of ram.  It's about 4 years old. 
 I almost feel like i've taken a step backwards.  Any thoughts on why we 
wouldn't be reading this page.  I can tab around, but i see no text.
