Personally I use QRead to read .pdf files.  It does a nice job and my favorite 
feature is it will place you back in the document you were in when you last 
opened it.
You can also use screen reader familiar commands to move between headings etc 
in the file.

Not sure what it would do with a pdf that has a form in it.

Oh well, I have a little egg on my face on this one I'm afraid. There is 
one file that indeed must be a scanned image, as in  Chairman Gowdy's 
letter to Paul Ryan, because no matter how I tried to save or reproduce 
it, it was reported to be an empty file, but the others appear to be 
textual. Carol Smith was kind enough to convert the letter file for me.

        I went to the trouble of converting them all to text files, but I think 
I'm going to try to set up the reader so that I can explore the files 
that way. I need to find the accessibility features and see if that wont 
help a bit. I know they're there, I just have to locate them again.

As you can see, I don't find myself reading too many .pdf files.

At present, it seems that I am only set up to read one page at a time, 
and although I should be able to use the right and left arrow keys to 
move from page to page, it doesn't seem to be working that way for me. 
Of course, I really don't think I want to use the reader in that way for 
obvious reasons. I prefer to use arrows to move between characters and 
words like with any other reader. Maybe I'll break down and just get 
QRead and just avoid the whole mess.

Anyway, thanks for looking into this matter for me. I'll try to be a bit 
more careful in my assessment of the situation next time.
