Microsoft could developed Narrator to work as good as any screen reader and the 
cost could be spread out across million and millions of copies of Windows, 
where a company like VFO or AISquared has to spread out the cost to a few 
thousand copies of the screen readers sold. Apple did it so why can't 
Microsoft. The present version of Narrator is only good for some things but 
useless in many.
