Several people have now answered this request. I answered it earlier and do not know if my solution was what was wanted, but post it here in case others can use it. When you're on the internet, open the Window-Eyes control panel with control backslash. Press alt and then right arrow to apps and then down arrow to IE Enhanced. Press enter. The first item will be notification bar options. Press enter. There will be checkboxes, which you can set as you wish. Playing a sound is one of them.
Also, if you go to the Window-Eyes control panel with Outlook running, and go to apps as above, under Outlook enhanced, there is an option to play a sound when the information bar is displayed. It's also checked by default. HTH.
