if no other programs have been installed there would only be one icon, the recycle bin. windows 10 puts most programs in the start menu in the apps list. including window eyes. if you want desktop icons you have to create them manually. i think in the sys tray there is the option to hide or unhide the desktop icons.
i think w e will still work with the desktop hidden.
if you can get to windows update i would check there to see if maybe there is a video driver update that need to be installed.
it could be several things.
if you move the mouse if you have one does the screen wake up? if so the screen saver may be activating it could be going into sleep mode. but in this mode it usually turns speech off.
these settings would be in the control panel in power settings.
