As long as you make a new tag name which isn't already being used for some other purpose, then your use is encouraged. If you try to co-opt an existing tag, like "highway" or "amenity" or "leisure", then your values will very likely be removed. The ability to add arbitrary new tags is a great strength of OSM, which differentiates it from other GIS software usage that has fixed, predefined layers.
