The data you're proposing taking from Wikipedia is probably derived, via Google, from that same TeleAtlas (or Navteq) data. It doesn't seem plausible that deriving information from TA data is fine, provided it's done at arm's length via a Wikipedian who didn't read the Google Maps terms of use.
