This looks like some automated mass import of fuel stations (of many different companies) in Germany, all tagged only with note=[name], without any check whether these stations already exist. I don't know the source of this but I suspect (until proof for the opposite fact is supplied) that this user mass-imports copyrighted material into osm. I don't know of any import of such data in Germany.
