It is too big to remove manually. If like throwing a lot of paint-cluster-bombs over wide areas. Think of 880 ways in Ireland: that's too much to ask the community to do it manually. Reverts at that scale (if they are really 100% useless or harmful) should be dealt with in a more professional way than hitting 880 times "h" in potlatch.
